This group is not connected to whether the Developer tab is showed or not.

The Developer tab comprises additional commands connecting to Visual Basic and can be showed by selecting (File > Options) (Customize Ribbon, "Show Developer tab in Ribbon").

If you want to add or edit worksheet controls then you will need to show the Developer tab.
This can be showed by choosing (Office Button > Word Options)(Popular tab, "Show Developer tab in the Ribbon").
I would have thought this tab would have confined all the commands connecting to macros as well, but three of the macro commands are available on the View tab.

Code

Visual Basic - (Alt + F11). Opens the Visual Basic Editor permitting you to generate and edit VBA macros.

Macros - (Alt + F8). Shows the "Macro" dialog box permitting you to run, edit and delete macros.

Record Macro - Records a macro. There is also a shortcut to this in the bottom left of the application window. It changes into "Stop Macro" although a macro is being recorded.

Pause Recording –

Macro Security - Shows the Macro Settings tab of the "Trust Center" dialog box.

Controls

Rich Text – Rich Text, inserts a rich content control.

Plain Text – Plain Text, inserts a plain text content control.

Picture – Picture, inserts a picture content control.

Building Block Gallery – Building Block Gallery, inserts a document building block.

Check Box – Check Box, inserts a check box content control.

Combo Box – Combo Box, inserts a combo box content control.

Drop Down Box – Drop Down Box, inserts a drop-down box content control.

Date Picker -Data Picker, inserts a date content control.

Repeating Section – This section was introduced in 2013.

Legacy Tools – Legacy Tools Drop-Down, comprising commands from the earlier Forms toolbar and Control Toolbox toolbar. The Legacy Forms section comprises: Check Box Form Field, Text Form Field, Drop-Down Form Field, Insert Frame, Form Field Shading and Reset Form Fields. The Control section contains: CheckBox, Textbox, Image, Spin Button, Label, Option Button, Combo Box, Command Button, List Box, Scroll Bar, Toggle Button and More Controls.

Design Mode - Snaps the show of design mode.

Properties - View or modify properties for the particular control.

Group – Group Drop-Down, group or ungroup a particular range of text. When grouped a text range cannot be edited, except in regions comprising editable content controls.

XML Mapping Pane –

Structure - Snaps the show of the XML Structure Task Pane

Schema - Shows the XML Schema tab on the Templates and Add-ins dialog box. It also accomplishes the XML Schema devoted to this document or add a new schema.

Transformation - Snaps the show of the XML Document Task Pane

Expansion Packs - Shows the XML Expansion Packs tab on the Templates and Add-ins dialog box. It also accomplishes the XML Expansion Packs connectedto this document or attach a new expansion pack.

 

Protect

Block Authors – Block Authors Drop-Down.

Restrict Editing – Restrict Editing Drop-Down. Snaps the show of the "Restrict Editing" task pane.

Protect Document – Protect Document Drop-Down. Snaps the show of the "Restrict Formatting and Editing" task pane.

Templates

Document Template - Shows the Templates tab on the Templates and Add-ins dialog box. It also views or changes the template connected to the current document and achieve your global templates.
